PartnersInBrainstorms,Inc.(PIB),amarketresearchandstrategicconsultingfirm,conductedasurveyof
ArizonaregisteredboatownersandwatercraftusersduringtheperiodofMay24,2021throughSeptember7,
2021.Historically,thesurveyiscommissionedapproximatelyeverythreeyearsbytheArizonaStateParks
Board(ASPB)and
ArizonaGame&FishDepartment(AZGFD)tohelpguidethespendingofStateLake
ImprovementFund(SLIF),LawEnforcementBoatingSafetyFund(LEBSF),andotherwaterrecreation–related
monies.Findingsfromthestudyalsoaidplanningeffo rtsrelatedtoboatingandwatercraftsafety,facilities,
andservices.
Theprimaryobjectivewasto
determinethenumberofdaysofrecreationalwatercraftuseineachofthe
state’scountiesbyboatusedaysandpersonusedays.Asecondaryobjectivewastocollect selectedattitudinal
andbehavioraldatarelatedtoboatandwatercraftuse.
Twonotableupdatesweremadeinthe2021ArizonaBoatand
WatercraftStudy(BWS):
Inthepreviousstudiesgoingbacktoatleast2000,Arizonaregisteredboatownersandresidents(full‐
andparttime)haveaccountedforlessthanhalftheparticipantsintheArizonaBoatandWatercraft
Study.Inthe2016and2012BWSspecifically,Arizonaregisteredboatowners
accountedfor47%of
therespondents,with38%fromCaliforniaand7.5%eachfromNevadaandUtah.Theseoverall
percentagesforthefourstates,withArizonaaccountingforlessthanhalftherespondents,have
remainedvirtuallyunchangedsince2000.Forthe2021BWS,astrategicdecisionwasmadetofocuson
Arizonaregisteredboatownersandwatercraftusers.
PreviousBWSsurveys,from2000throughandincluding2016,havebeenconductedsolelyby
telephoneamongregisteredboatownersinthefourstates,withthelargemajorityofrespondents
havingbeenreachedontheirlandlinephones.Incontrast,the2021BWSsurvey
wasconducted
primarilyonlineandenabledArizonaboatandwatercraftownersanduserstoparticipateusingmobile
devicessmartphonesandtabletsaswellaslaptopsandcomputers.Anemailinvitationto
participateinthesurveywassenttoallregisteredboatandpersonalwatercraftownersinArizona.To
broadenoutreacheffortsandincreaseparticipation,the2021surveyalsoleveragedsocialmediaand
currenttechnology,i.e.,GPSlocationbasedQRcodesonsignageandflyersprovidedfordistributionto
membersofthepublicusingboatingfacilities,rentingequipment,etc.
In2021,atotalof6,771surveyswerecompletedamong
Arizonaregisteredboatownersandwatercraftusers,
comparedwith3,152in2016and3,135in2012.Basedonthetotalcompletedsurveys,thestudyhasa
confidencelevelof99%witha+/‐1%sampleerror.
Followingarekeyfindingsfromthesurvey:
OverallboatandwatercraftuseinArizona
iscontinuingtoincrease.Inthecurrentsurvey,boatand
watercraftuseduringtheprevious12monthswas90%,asignificantincreaseoverthe2016and2012
findingsof70%and64%,respectively.
Themostcommonreasonsfornonuseduringtheprevious12monthswere:COVID19/stayat
home
orders(33%)andtoobusy/notime(24%).Respondentsalsoreportedlowwaterlevelsasareasonfor
nonuse.


Amongallregisteredboatownersandwatercraftusers,thesignificantmajority(90%)reportedusing
motorizedvessels;30%usednonmotorized.Respondentswerepermittedtoselectboth,ifapplicable,
thusaccountingforthetotalpercentagesexceeding100%.In2021,aprimarygoaloftheBWSsurvey
wastosecure
responsesfromArizonaregisteredboatowners.Allmotorizedboatsandpersonal
watercraftmustberegisteredwiththeArizonaGame&FishDepartment,thusaccountingforthe90%
responserateamongmotorizedboatandwatercraftusers.
Amongindividualswhousedamotorizedboatorw atercraft,97%reportedthattheyowned
orco
ownedit,3%rentedorleasedit,and3%usedorborrowedsomeoneelse’s.Amongthoseusinganon
motorizedboatorwatercraft,86%ownedorcoownedit,10%rentedorleasedit,and11%usedor
borrowedsomeoneelse’s.Respondentswereaskedtochooseallthatapply,
thusaccountingforthe
totalpercentagesexceeding100%.
TheoverallmeanofboatusedaysamongArizonaregisteredboatownersandwatercraftuserswas
17.5days.
Themeannumberofboatingtripswas17.0,whichwascomparabletothe2016data.
Somechangeswereseenfromthe
2016figuresforthenumberofboatusedaysbycounty,with
MaricopaCountyshowingasignificantincreasein2021.MohaveCountycontinuedtohavethehighest
percentage(34%)ofboatusedaysinthe2021survey,followedbyMaricopa(29%)andLaPaz
Counties(12%).Inthe2016BWS,the
toptwocountieswereMohave(42%)andLaPaz(27%),followed
byMaricopa(16%). 
ThetopfivemostfrequentlyvisitedlakesandriverswereLakeHavasu(MohaveCountyandLaPaz
County),LakePleasant(MaricopaCounty),RooseveltLake(GilaCounty),andSaguaroandBartlett
Lakes(bothinMaricopaCounty),
representingseveralchangesfromthe2016BWS.WhileLakeHavasu
wasalsothemostvisitedin2016,threeoftheprevioustopfivelocationsParkerStrip,LakeMohave,
andLakePowelldroppedoutofthetopfivein2021.LakeMeadvisitationals o droppedconsiderably,
fromits7thplace
rankingin2016to20thplacein2021,likelyduetoitslowestwaterlevelsincethe
HooverDamwascompletedandthereservoirfilledinthe1930s.
ThetopfivecountieswhererespondentsreportedusingboatsorwatercraftwereMaricopa(51%),
Mohave(47%),Coconino(26%),Gila(20%),and
LaPaz(12%).
Thefivewaterwayswhererespondentsreportedthelargestmeannumberofpeopleinthegroup
wereGrandCanyon(8.70peopleingroup),LakePowellandLakeMead(7.16each),ClearCreek
Reservoir(5.87),andGlenCanyonDamtoLeesFerry(5.68 ).
Slightlymorethanonethird
(35%)ofallrespondentsreportedthatthepandemichadaffectedtheir
boatorwatercraftuseduringthepast12months,while65%reportedthatthepandemichadnoeffect
ontheirboatorwatercraftuse.
Amongthoserespondentswhoreportedthatthepandemicdidaffecttheirboatorwatercraft
use,
78%saidthatithaddecreasedtheiruse,while22%saidthatithadincreasedtheiruse.
Generalpleasureboatingandfishingwerethetoptwoactivitiesengagedinbyallregisteredboat
ownersandwatercraftusers,unchangedfrom2016.
Anexaminationofpopularityofactivitiesbyrespondent
genderrevealedsomedifferences.
Canoeing/kayaking,tubing,standuppaddleboarding,andjetskiingshowedastatisticallysignificant
greaterfrequencyamongwomenthanmen,whilefishingwastheonlyactivitywithastatistically
significantgreaterfrequencyamongmenthanwomen.

Thelargemajority(92%)ofregisteredboatownersandwatercraftusersinArizonaknowwhatAquatic
InvasiveSpeciesare.
Asmallermajority(76%)ofrespondentsreportthattheyalwayscleantheirboatorwatercraftafter
eachuse.Anadditional13%ofallrespondentsreportthattheyusually
cleanitaftereachuse,which
wasgenerallycomparableacrossagegroups.Themostfrequentlyusedcleaningmethod,selected by
87%ofrespondentswastocleananddraindry.
Withregardtohavingtakenaboatingsafetycourse,boatandwatercraftownersanduserswere
nearlyevenlysplit,with
48%havingtakenacourseand52%nothavingtakenone.
Ifafreeboatingsafetycoursewereoffered,slightlymorethanhalf(54%)ofboatandwatercraft
ownersanduserspreferredtotakeitonline,16%inperson, and10%preferredablendedversion
incorporatingbothmethods.
Based
onthereviewofrespondents’suggestionsandcomments,preliminaryrecommendations
includethefollowing:
o Developvideo(s)onbasicrulesforoperatingboatsandpersonalwatercraft.PostonASPTand
AZGFDwebsitesanddistributefreeofchargetoboatingclubsandorganizations,boating
relatedretailers,etc.Alsoprovidetoboatand
watercraftrentaloperatorsandencourage
themtoshowtoallcustomersbeforereleasingequipment.
o Expandpromotionaleffortsregardingtheavailabilityandconvenienceofonlineboatand
watercrafteducationcourses,leveragingappropriateinternalandexternalcommunication
channels,suchasagencywebsites,enewsletters,socialmedia,outreachtoboatingclubsand
organizations,
etc.
o Usevariouscommunicationchannelstoprovidedetailed,currenti nformationonwaterlevels,
congestion,launchramplines,etc.atsites.Agenciesmayalsowishtoconsiderexpandingthe
useofwebcamsatthemostvisitedsites.
o Considerpossiblewaystoexpandcustomercentricservices,suchasoffering
multiyear
registration,onlineprintablepasses,etc.Mayalsowishtoconsider slightlydiscounted
registrationfeesforseniors,veterans,etc.


Historically,theArizonaStateParksBoard(ASPB)andArizonaGame&FishDepartment(AZGFD)commissiona
surveyofregisteredboatownersandwatercraftusersonArizonalakesandriversapproximatelyeverythree
years.Thissurveyprovidesessentialinformationaboutrecreationalwatercraftusagepatternssuchas
frequencyanddestinationdata
thatcanbenefitplanningeffortsrelatedtosafety,servicesandfacilities,and
tourism.ThefindingsalsohelpguidethespendingofStateLakeImprovementFund(SLIF),LawEnforcement
BoatingSafetyFund(LEBSF),and otherwaterrecreation–relatedmonies,whichcanbeusedforlocal,tribal,or
stateprojectsonwaterwayswhere
gasolinepoweredboatsarepermitted.
Tosupportallocationoffunds,theprimaryobjectiveofthisstudywastodeterminethenumberofdaysof
recreationalwatercraftuseineachofthestate’scountiesbyboatusedaysandpersonusedays.Asecondary
objectivewastocollectselectedattitudinaland
behavioraldatarelatedtoboatandwatercra ftuse.
ThisstudywasdesignedandexecutedunderthedirectionofaTechnicalAdvisoryCommittee(TAC)consisting

Methodology
Datawasprimarilygatheredusinganonlinesurvey,whichwaslaunchedonMay24,2021andremained
availablethroughSeptember7,2021.Additionally,somesurveyswerecompletedbyphoneduringthatsame
timeperiod.Previous
BWSsurveyswereconductedsolelybytelephone,withthelargemajo rity of
respondentshavingbeenreachedontheirlandlinephones.Incontrast,conductingthe2021surveyprimarily
onlineenabledrespondentstoparticipateusingmobiledevicessmartphonesandtabletsaswellaslaptops
andcomputers.The2021surveyalso
leveragedpopularcommunicationchannels,includingsocialmedia,and
currenttechnologyi.e.,GPSlocationbasedQRcodestobroadenandexpandoutreachtoandparticipation
amongpotentialqualifiedrespondents,particularlyamongyoungerboaters.
EmailinvitationstoparticipateinthesurveyweresenttoregisteredArizonaboatowners,andavariety
of
channelswereusedtopromoteandencourageparticipation,includingnoticesonASPTandAZGFDwe bsites;
socialmedia(Facebook,Twitter,andInstagram);agencyenewsletters;pressreleases;andflyersandsignage
withGPSlocationbasedscannableQRcodes(barcodes)thatcontainedalinktothesurvey.Theflyersand
signage
wereprovidedtokeyparkswithboatingfacilities,marinaandwatercraftrentaloperators,etc.for
distributiontovisitorsandcustomers.Eachchannelwasassignedauniquesurv eylink,therebyenablingthe
ASPTteamtoidentifythosechannelsthatweremosteffectiveinrecruitingparticipants.
Incentiveswerealsousedtoencourage
participation.Morethan70prizesweredonatedbyvendorsandASPT,
includinggiftcards,highqualitylifejackets,andpassesandstaysatArizonastateparks.


Inpreviousyears,thesampleuniverseincludedregisteredboatownersinselectedCalifornia,Nevada,and
UtahcountieswheretheywereknowntovisitArizonalakesandrivers.Forthecurrentsurvey,theproject
teamwasunabletosecureappropriateboatregistrationcontactinformationfromthosestatesdueto
their
recentlyenactedextensiveprivacylawsregardingsharingsuchinformation,aswellassuchotherissuesas
timeandcostofsecuringtheinformation.Furthermore,conductingonsite,inpersonsurveyswasnotan
optionduetoCOVID19protocolsrecommendedbytheCentersforDiseaseControl(CDC)andthe
Arizona
DepartmentofHealthServices.TheresearchteamworkedwithASPTandAZGFDtodevelopasolution,which
wastosolicitparticipationfromregister edboatownersonlyinArizonaandnotinthethreeotherstates.
Additionally,thesampleuniversewasexpandedtoincludeArizonaboatandwatercraftusers,suchas
individualswhorentedorborrowedboatsandwatercraft.Thisstrategyresultedinseveralpositiveoutcomes:

populationat7.15million,agrowthof39%since2000.
MaricopaCountyishometo4.4millionofArizonaresidents,or62%ofthestate’spopulatio n,makingitthe
state’smostpopulouscountyandthefourthmostpopulouscountyintheUnitedStates.Amongthesurvey
respondentswhoareregistered
boatowners,45%resideinMaricopaCounty.
Basedontheboatuseandpersonusedays,therewasanincreaseatalllakesandriverswithinMaricopa
County,mostnotablyLakePleasant,SaguaroLake,BartlettLake,andCanyonLakeallofwhichareinthetop
10lakesin
thestate.
DeclineinBoatUseDaysforPopularArizonaLakesLikelyDuetoLowWaterLevels
Figure9presentsamapofArizonashowingthelocationbycountyofeachofthelakesandriverswiththetop
10boatusedays.Thesetop10representover2.2million,
or74%,ofthetotalestimatedboatusedaysamong
Arizonaregisteredboatownersandwatercraftusers.
Analysisofthe2021dataforthetop10lakesandriversinboatusedaysidentifiedseveralchangesfromthe
2016BWSfindings,mostnotably:
LakeMohavein2016ranked3rd;
in2021itranks10thinboatusedays.
LakeMeadin2016ranked7th;in2021itranks19thinboatusedays.
LakeMead,oneofMohaveCounty’smostpopularlakes,isfedbytheColorado River.In2021,theColorado
wasatitslowestwaterlevel
sinceHooverDamwascompletedandthereservoirfilledinthe1930s.According
totheNationalParkService,“Decliningwaterlevelsduetoclimatechangeand20yearsofongoingdrought
havereshapedthepark’sshorelines.AsLakeMeadcontinuestorecede,extendinglaunchrampshasbecome
moredifficultandmore
expensiveduetothetopographyandprojecteddeclineinwaterlevels.”*
CommentsfromArizonaboatersinthe2021surveynotedthatoneofthemajorchallengestoboatingatLake
Meadistheclosingoflaunchramps,presumablyduetolowwaterlevels.Thisappearstobesubstantiatedon
the
NationalParkServicewebsite,whichstatesthatamongtheeightavailable launchramps,one(SouthCove)
iscloseduntilfurthernotice;two(BoulderHarbor,TempleBar)aretemporarilyclosed;andthree(Hemenway
Harbor,CallvilleBay,andEchoBay)aredowntoonelane,primarilyduetoconstruction.Respondentsalso
noted
thattheyhadchosentovisitthoselakesandriverswheretheycouldbeassuredofasuccessfulboating
experience,avoidingtheuncertaintyaboutwhichlakeshavealimitednumberofavailablelaunchramps
and/ormajorlinesandwaittimesduetolowwaterlevels.

Anexaminationofpopularityofactivitiesbyrespondentgenderrevealedsomedifferences.Canoeing/
kayaking,tubing,standuppaddleboarding,andjetskiingshowedastatisticallysignificantgreaterfrequency
amongwomenthanmen.Specifically,whenlooking
atoverallresponsesfortheactivitiesselectedbywomen
andmen,canoeing/kayakingwasselectedby41%ofwomenand18%ofmen;tubingby32%ofwomenand
25%ofmen;standuppaddleboardingby24%ofwomenand10%ofmen,andjetskiingby19%ofwomen
and
16%ofmen.Fishingwastheonlyactivitywithastatisticallysignificantgreaterfrequencyamongmenthan
womenat61%versus39%,respectively.
Additionally,respondentsweregiventheoptiontoaddanactivitytheyenjoyedonatypicalboatingtripthat

Whilemanyofthesecommentsdidcontainsuggestionsforimpr ovingtheboatingexperience,it
shouldbenotedthattherewerealsomanycommentsthankingtheagenciesfordoingagoodjobofmanaging
thewaterwaysinArizona.
BoatingSafety/Education/OperatorLicense;EnforcementofLaws
Themostfrequentlycitedissueswerethoserelatedtoboatingsafetyandeducationandthecorollaryneedfor
moreenforcementofsafetyrelatedlaws,rules,andprotocols.Ofthe900plusopenendresponsestoQ19,
approximately20%focusedsolelyon,orincludedareferenceto,safetyissues.
Manycommentsreflected
thebeliefthattherequirementsforoperatingaboatshouldbesimilartothosefor
operatingacarsuchasrequiringanoperatorlicenseorcertificationor,attheleast,proofofhavingtakenan
authorizedcourseonboatingsafety.Respondentsgenerallynotedthatthisshouldapplytoall
boatand
watercraftoperators,includingownersaswellasrenters,butsawrentersastheprimarytargetbecausethey
arelikelytobelessknowledgeableaboutboatingrules.
Clearly,implementingarequirementforaboatoperatorlicenseorcertificationisalongtermeffortandmay
requirechangesinstate
legislation.Belowaresomenoteworthycommentsandsuggestionsfromrespondents
regardingotherstrategiestoimproveboatingsafety:
Developvideosonbasicrulesforoperatingboatsandpersonalwatercraft,suchasjetskisandsimilar
equipment.Includedefinitionandexampleofnowakezone,meaningofbuoys,flaguse,etc.
Customize
videosasnecessaryforspecificwaterwaye.g.,locationsofnowakezones.Theseshould
alsoincludeinformationonappropriatelaunchrampuseandetiquettee.g.,nottobeusedas
fishingdock,divingboard,placetogather,etc.
Requirevendorstoshowvideostocustomersbeforereleasing
watercraft,andinstituteasystemof
finesforoperatorswhoviolatesafetyrules.ThiswouldbeparticularlyhelpfulintheLakeHavasuand
Parkerareas,whereboatandwatercraftrentalsareparticularlyhighandrentersarelesslikelytobe
awareofsafetyrules.
Inpersonoronlinetrainingon
usingtrailersatrampswouldbegoodtooffer.Newboatownersoften
havedifficultyinbackinguptotheramp.
Offerfreeboatingsafetycoursesonline,e.g.,webinars,ondemandvideos,etc.
Patrollingseemstohaveincreasedgenerally,andthatisgreat!However,therearenumerous
tournaments
heldatBartlettandotherArizonalakes,whichsometimesleadtorecklessbehavior,and
thepresenceofatleastonelawenforcementofficerduringthesetournamen tswouldbevery
helpful.


AccessibilityforSeniorsandIndividualswithDisabilities
Severalrespondentsnotedspecificissuesthatmakeitdifficultforseniorsandpersonswithdisabilitiestofully
enjoyuseoftheirboats.Othercommentsinthisareasuggestedthatregistrationand otherfeesmightbe
discountedforseniors.
Withthedrought,manyboatrampsareoutofthewater,making
boatingchallenging,especiallyfor
thoseofuswhoareseniorsanddisabled.

wanttoquietlyenjoythelake,andtheycausesomuchdamagetotheshorelineswiththeir

LakesaroundtheimmediatePhoenixmetropolitanareacouldrotateyearlyforusebetweenfishing
andwatersports.Forexample,everyotheryearLakePleasantwouldbeopentofishingandclosedto
watersportsboats.Inalternatingyears,fishingwouldbeclosedandwatersportswouldbeallowed.
Thiswouldalleviate
fishingpressureandlakecongestion,andleteachrespectiveboatuserenjoytheir
activitymoreandhavelessonthewaterconfrontations.CouldalsomakealakelikeApacheafishing
onlylake.Fishermenneedaplacewheretheyarenotconstantlydealingwithwakeboatsandski
boats.

oftoday,thereisn'taccessformotorizedboatsonMead(onelaneatonemarinadoesn'tcount,
with3hourlines)orPowell...Newrampsareneededforboaters,withdropsintothewater.

Respondentsareseekingmoredetailedinformationonconditionsatspecificwaterways,generallyduetotheir

Afrequenttopicofcommentswastheneedtoextendboatlaunchesoutintothewaterduetolowwater
levels.Anumberofrespondentcommentsrequestedthatshorelinecampingbereinstated,perhapslimitedto
tentsorpopuptents(i.e.,notraveltrailers,RVs,orotherlargevehicles).Additionally,a
numberof
respondentsusedthisopportunitytoidentifyrepairandmaintenanceneedsatspecificlocations.
